The Higher School of Economics was founded by government order in November 1992 as an economics institute[1], and months later opened the first master’s programme in economics in the Russian Federation. 1997 brought an agreement with the London School of Economics and the opening of the International College of Economics and Finance (ICEF), one of the country’s first double degree programmes. In 2009 HSE was awarded National Research University status and began writing its own educational standards instead of applying the federal ones. It now sits in Priority 2030, the federal development programme that replaced the 5-100 project when that ended in 2020.
Most Russian universities teach in Russian, and an applicant who does not speak it normally spends a year at a preparatory faculty before the degree even starts. HSE University is one of the few that lets you skip that step: it runs complete bachelor’s and master’s degrees taught end to end in English, concentrated in economics, data analysis, management, international relations, design and political science. For a reader in Lagos, Manila, Dubai or Delhi that changes the arithmetic — you can start in Moscow next September rather than the September after. What it does not change is everything else a foreign student has to solve: the invitation letter, the study visa, migration registration in the first week, the medical certificates, and the problem of paying a rouble tuition bill from a bank account abroad. That second half is where most plans actually end.

The case for HSE
🇬🇧 A full degree with no Russian at all — which is unusual in Russia
The English-medium catalogue removes the preparatory year most Russian universities effectively require below B1 Russian, and with it a year of tuition and living costs. The master’s list is the deeper of the two, and both are live filters rather than fixed lists — check the current English-taught master’s programmes and English-taught bachelor’s programmes before building a shortlist.
📊 The subject standing is far stronger than the overall position
HSE sits 111th in the world for Economics and Econometrics and 1st in Russia on that line, in the 151-200 band for Business and Management, 83rd for Business and Economics on the THE subject table and 96th for Law. Its overall position is far lower, so for an economics, management, law or data programme the subject tables are the signal.
🎓 A UK-validated degree is still available through ICEF
The ICEF International Bachelor’s Programme in Economics and Finance remains a double degree with the University of London, and parallel-degree programmes in International Relations and in Management and Digital Innovation run on the same model; all three were still enrolling for 2026/2027. The second qualification is recognised independently of the Russian one — confirm the programme is still listed before you commit.
🧾 Applying costs nothing, including the visa invitation letter
There is no application fee at any stage, and HSE does not charge for the offer letter or the invitation letter you need for a study visa[5]. Where a British or American application can cost several hundred dollars before anyone reads the file, here a decision costs you document translation and nothing else — which makes HSE cheap to hold alongside a more expensive shortlist.
💸 Three separate free-tuition routes, not one lottery
Fully funded study runs through three separate competitions with three separate calendars — the federal government quota, the Open Doors olympiad, and HSE’s own olympiad for school students in grades 10-12 — and you may enter more than one.
The case against HSE
📉 The overall world rank has slipped, and HSE is not first in Russia
HSE places 423rd in QS World University Rankings 2027 and in the 501-600 band of THE World University Rankings 2026 — about fifth among Russian universities on most overall tables, behind Lomonosov Moscow State University and Saint Petersburg State University. Older HSE material claiming first place nationally is out of date. Times Higher Education has also suspended the profile pages of Russian universities since March 2022 while still assigning them a rank, so the page you would normally check will not load.
💳 Paying tuition from a European, British or US bank is often blocked
Fees are payable in roubles only. Several major Russian banks have been cut off from SWIFT under sanctions imposed by the EU, the UK and the USA, so a direct wire from those jurisdictions is frequently rejected[6]. That is a rule of the sanctioning states, not of Russia, and it applies whatever your nationality if the money starts in one of those systems. Confirm a working channel with HSE’s finance office and your own bank before you sign anything.
🗣 Outside the English-taught list, everything is in Russian
The English-taught catalogue is real but finite, and concentrated in social sciences, business and data. If your field sits outside it — most of engineering, chemistry, biology, much of the humanities — you are looking at Russian-medium study and therefore at a preparatory year first: an extra year with its own fees, during which the simplified work rights below do not apply.
🏷 The flagship programmes are not cheap by regional standards
The idea that Russian universities are inexpensive stops being true at the top of the HSE range. The ICEF double degree costs 14,007 USD per year for 2026/2027, with a first-year-only discount of 10%, 15% or 25% depending on entrance-exam score or a recognised olympiad result, and the Moscow bachelor’s band reaches 11,972 USD at its upper end. The bargain is real at Perm and Nizhny Novgorod, not everywhere.
Five campuses and fifteen faculties
Four physical campuses — Moscow, Saint Petersburg, Nizhny Novgorod and Perm — plus a recently added online campus make HSE a distributed university rather than a single site[2]. Moscow is organised into around fifteen faculties, schools and institutes, among them Mathematics, Economic Sciences, Computer Science, Law, Social Sciences, Creative Industries, World Economy and International Affairs, Physics, the Graduate School of Business, MIEM and ICEF[7]. Saint Petersburg has its own schools, and a lyceum is counted separately from the 63200 higher-education students. Staff number 11800, of whom 6900 are academic.
International students number 5800, about 9% of the student body — a smaller share than at a British or Australian university of comparable size. Which campus you choose is therefore a budget decision as much as an academic one: Perm and Nizhny Novgorod charge roughly half the Moscow rate for comparable fields, while the English-taught catalogue and the double degrees are concentrated in Moscow.
A bachelor’s degree takes 240 credits and a master’s 120, at a standard load of 60 credits a year; the HSE credit equals one ECTS credit and is worth 38 academic hours[8]. Bachelor’s programmes run four years in most fields and five in a few — so against a three-year Indian, British or Australian bachelor’s you are committing an extra year, and it is not optional.
The academic year is modular rather than a straight two-semester split: four modules, each ending in its own assessment window. Marks use an internal 10-point scale convertible to the Russian 5-point scale and to ECTS grades, and most courses assess cumulatively through a formula set in the syllabus[9]. Two things follow: no single make-or-break exam at year end, which suits steady workers and punishes crammers, and a workload whose commonest complaint is not difficulty but the number of immovable deadlines in each module.
Since 2014, project activity has been compulsory in undergraduate programmes and accounts for roughly 20% of the workload: students take briefs from real organisations through an internal project fair, and from the second year assemble part of their own curriculum from electives. HSE also runs an MBA, EMBA and DBA catalogue on its business education site.
Tuition, and how a foreign student pays it
Tuition is set per programme per academic year and payable in roubles only — which makes the payment route a planning problem before it is a budgeting one. The bands below are the published 2026/2027 figures; 2027/2028 is not out yet and will be higher, so treat these as a baseline rather than a quote.

Two lines need a flag. Visa-related fees rose on 1 July 2026 by close to an order of magnitude, so any budget built on an older guide understates them badly. And medical insurance is a legal requirement, arranged within 15 days of arrival and covering your whole stay — a student insurance policy bought at home usually will not satisfy it.
The dormitory is the single biggest saving available: against a private room at roughly 299 USD per month, a place at 9-23 USD is worth more than most scholarships. It is not guaranteed, so apply the moment you are admitted.
One mechanic catches people out: once you accept a fee-paying place you must sign the tuition agreement and pay for the first period of study within 14 calendar days, and missing that cancels the offer. Given the transfer difficulties above, have the route tested and the money staged before the agreement arrives.
Tuition discounts for international students
HSE reduces first-year tuition for strong entrants through a discount ladder tied either to entrance-exam score bands or to recognised olympiad results. The percentages and cut-offs change from cycle to cycle and are set out in the Regulations on Tuition Fee Discounts, linked from the financial aid page — read that document for your own cycle rather than figures quoted second-hand. Three mechanics are stable: discounts usually attach to the first year only, keeping one requires clean academic standing, and programmes with no state-funded places, the University of London double degrees among them, run their own reductions outside the general system.
Three doors, selecting on different things: an undergraduate route built on written entrance tests, a master’s route built on a portfolio and an interview, and — for anyone whose programme is taught in Russian — a preparatory year before either. None uses the Russian national school exam. Undergraduate tests run 60 minutes each and are drawn from the subject pair relevant to your programme; English is compulsory and the second subject is usually mathematics or a humanities subject, sat online or on campus.

Sign the tuition agreement and pay the first instalment within 14 calendar days, or accept your quota place, then request the invitation letter and apply for the study visa at the Russian mission in your country.
Master’s: portfolio and interview
Shortlist up to 2 master’s programmes, read each one’s requirements page — English thresholds are set per programme, not centrally — and create an account on the master’s application portal.
Assemble the portfolio — degree certificates and transcripts, a motivation letter of no more than 500 words, a CV, proof of English where required, one letter of recommendation — and submit in English or Russian before the programme deadline.
Sit an individual online interview with the programme coordinators; decisions normally follow within 2-3 weeks[5].
Complete the same document, recognition, payment and visa steps as undergraduate applicants.
Proof of English is required for English-taught master’s programmes unless you are a native speaker or graduated from an English-medium institution, and the certificate must be under 2 years old. IELTS, TOEFL and CAE are accepted; thresholds on quantitative programmes run lower than on international relations or communication ones.

Everything except the Open Doors dates should be re-checked against the HSE admissions calendar. HSE publishes cycle dates late by international standards, and the fee-paying window is short — six or seven weeks last time, nowhere near enough to start collecting apostilles from scratch.

The third route: the preparatory year
Below roughly B1 Russian, a Russian-taught programme means the preparatory faculty first. It is not a federal legal requirement, but universities apply it in practice, and HSE runs its own Preparatory Year: a two-semester basic course from elementary Russian with a subject track alongside it, a one-semester language intensive, and an English-medium preparatory programme in economics. Fees change each cycle and are published on the preparatory faculty’s own site. Two consequences: the year delays your degree start by twelve months and carries its own tuition, accommodation and visa costs, and preparatory students are not degree students, so the simplified employment rules do not cover them. The year has to be funded, not earned.
The HSE International Olympiad and the state quota
Free tuition at HSE is not a hardship fund but a set of competitive national channels, each with an application separate from your HSE application — and two of the three close months before the fee-paying window opens.
The Russian Government Scholarship quota
The federal quota funds 30000 places a year for international students across Russian universities. It covers tuition in full and pays the same monthly state stipend Russian state-funded students receive, but not travel, visa fees, medical checks, insurance or living costs; a dormitory place is usually offered and the student pays for it. You apply through the Russian government quota portal, not through HSE, and your file is assessed first by the Russian representative office in your own country. Two constraints matter: HSE, not you, decides programme placement under this route, and access to English-taught programmes through it is limited. If an English-taught degree is your reason for choosing HSE, the quota may not deliver one.
Open Doors
Open Doors is a free olympiad run by the Global Universities association for bachelor’s, master’s, doctoral and postdoctoral candidates, drawing well over 100000 entrants a year nationally. Winners receive free tuition on an English- or Russian-taught programme, plus a free year of language training if they choose a Russian-medium one. Registration on the Open Doors competition site opened on 20 August 2026 and closes on 1 November 2026. Applying from outside the CIS, this is the most accessible free-tuition route, and entering costs nothing.
INTO HSE, the university’s own olympiad
The competition formerly called the Global Scholarship Competition now runs as the HSE International Olympiad, or INTO HSE — worth knowing, because the live page carries the new branding. It is open to non-Russian citizens and stateless persons in school grades 10-12 and covers 16 subjects, 13 of them in English, up to 5 per participant. First-degree winners and second-degree laureates receive a full government-funded scholarship for 4 years plus a guaranteed dormitory place; lower placings carry tuition discounts of up to 75%, subject to minimum eligibility-test scores and valid for the competition year and the year after. Dates for the current cycle were not published in August 2026.
Foundation scholarships for enrolled students
Two named awards are open to enrolled students of any citizenship. The Lukoil Fund pays 30 USD per month, rising to 36 USD on renewal, to third and fourth-year bachelor’s and second-year master’s students averaging 9 points or higher last semester — only 5 awards a year. The Vladimir Potanin Fund pays 299 USD per month to full-time master’s students through a national competition of 750 awards across 75 universities. Russia sets no weekly hour cap on student work. Full-time students at state-accredited institutions may work without a permit or patent — the exemption sits in article 13 of Federal Law 115-FZ and has been in force since August 2020[10] — and in practice a certificate of full-time student status is all you need. Unlike the capped regimes in the UK, Australia and Singapore, that makes part-time work a real part of the budget. The exemption covers bachelor’s, specialist, master’s and doctoral students, but not preparatory-year students.
Inside the university, the named routes are research internships across more than 50 HSE laboratories and teaching-assistant posts arranged through departments, with a Support and Career Centre for International Students and Alumni running events for the international cohort. The one hard employment statistic HSE publishes belongs to the Graduate School of Business alone: 97% of its graduates received a job offer within six months, half of them credited to the school’s own career centre. The page names no cohort year and there is no university-wide equivalent, so do not read it as an HSE-wide rate.
After graduation the bridge is the RVPO, a temporary residence permit for education, which extends work eligibility by 180 calendar days past the end of your programme[11]. Next to the two-year graduate routes in the UK or Australia that is a short runway, so a graduate intending to stay should be interviewing before the final defence, not after it.
Double degrees, exchanges and 403 partner agreements
HSE held 403 active cooperation agreements as of March 2025, down from 421 in 2019, the mix shifting since 2022 toward China, India, Brazil, Turkey, Vietnam and Central Asia alongside a reduced but continuing European and Japanese presence. Most double degrees sit at master’s level, usually one year at HSE and one at the partner, ending with both a Russian master’s and the partner’s qualification; entry needs a strong GPA, a language certificate such as IELTS or TOEFL, a recommendation from the programme director and, for some fields, a portfolio. At undergraduate level the University of London double and parallel degrees are the main option. The catalogue is on the HSE master’s programme list.
A term abroad runs on the same economics: tuition at the host university is waived and the student pays everything else — visa, flights, accommodation, food, insurance. Applications open in February for autumn placements and in August for spring ones, from the exchange programme catalogue.
The main building sits on Myasnitskaya Street in central Moscow, minutes from the Lubyanka and Chistye Prudy metro stations. The rest is scattered across the city, which is the second commonest student complaint after deadline density — a timetable can send you across Moscow between classes. The largest dormitory is Dubki in Odintsovo outside the city, where three blocks house several thousand students in apartments with fitted kitchens, plus a medical centre, gyms and study rooms. It is also the cheapest place to live in the system at 9 USD per month — the trade-off is the commute. For applicants arriving from outside Russia
Document preparation, not the academic decision, separates applicants who enrol from applicants who miss the cycle — and most of it starts months before the window opens.
Recognition of your qualification. Foreign qualifications are recognised under article 107 of the federal education law, through Rosobrnadzor and its expert body, the National Information Centre[12]. School certificates from parties to the 2004 Astana agreement — Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Moldova — are recognised automatically[13]; everyone else goes through the procedure, so check your country’s status there. In the previous cycle HSE ran recognition from early April to mid-August, in parallel with admissions rather than before them.
Legalisation and apostille. A CBSE or ISC certificate, a WAEC or NECO result, a Philippine senior high school diploma, a US transcript or a UAE school certificate all need legalising before they mean anything to a Russian institution: an apostille from the designated authority at home if your country is in the Hague Convention, consular legalisation through the Russian mission if it is not. Start here — it is the slowest step and cannot be rushed.
Translation and notarisation. Every document not in Russian must be translated and notarised, and Russian notaries generally want a translator they recognise — which often means redoing work you paid for at home. Our guide to translating a diploma explains the sequence.
Entrance-test substitutes. HSE names IB certificates in mathematics and A-Level results in English and mathematics as exam substitutes, alongside recognised olympiad diplomas. CBSE, WAEC, Philippine senior high school and US results with AP scores are not named there — they are assessed case by case, so ask the admissions office rather than assume your board is covered.
Visa and arrival sequence. HSE petitions the migration authorities for a study invitation, which supports a single-entry study visa valid for up to 90 days[14]. After enrolment and migration registration that is replaced by a multiple-entry study visa issued for up to a year at a time and renewed for the length of the programme[15]. Registration must happen within 7 working days of arrival and is filed by the receiving party — usually the university or your dormitory — but it is your problem if it does not happen[16]. A negative HIV certificate is required for stays over 90 days, and medical insurance is mandatory throughout[17]. Two changes are worth diarising: from 1 July 2026 travellers from visa-free countries must register through the Gosuslugi RuID app at least 72 hours before arrival, and from 1 September 2026 the deadline for the post-arrival medical examination shortens from 90 days to 30.
Recognition of the HSE degree back home. Answer this before you apply, not after you graduate. For a regulated profession, ask the national body — a medical or engineering council, a bar association — what it requires of a Russian qualification; for everything else an evaluation through WES, ECE or a national ENIC-NARIC office is the usual mechanism. The ICEF and parallel-degree routes sidestep much of this by issuing a University of London qualification alongside the Russian one.
Do I need a Russian bank account, and how fast can I open one?
You will want one for stipends, dormitory payments and daily life, and you cannot open it before arriving. It needs your passport, visa, migration registration and usually a student status certificate, so realistically the account comes together in your second or third week. Cover the first month from money you brought.
Can my spouse or child come with me?
Russia issues accompanying visas to family members of foreign students, but the process is separate from your study visa, needs documented proof of relationship and evidence you can support them, and sits outside the university’s student visa service — ask HSE’s visa support centre early what it can and cannot process. Family members do not inherit your work exemption.
Is the online campus a real alternative to coming to Moscow?
It removes the visa problem entirely, and with it the dormitory, the on-campus jobs, the laboratories and the internship network — for most international students, a substantial part of the point. It suits someone who wants an HSE qualification while keeping a job at home, not someone whose plan involves working or staying in Russia afterwards.
How large is the international community, and where do students come from?
HSE admitted 2267 international students across all campuses in its most recent published cycle, a 14% year-on-year rise, with bachelor’s applications up by a third and master’s applications close to double[18]. The largest undergraduate intakes come from Kazakhstan, Kyrgyzstan, China and Turkmenistan; the fastest-growing master’s intakes from Pakistan, Nigeria, Ghana and Bangladesh.
Does HSE publish an acceptance rate?
No. It reports application growth and enrolment counts rather than an admit percentage, and no applications-to-offers funnel is published anywhere official — the university has said only that competition tightened as applications rose. Treat any precise acceptance-rate percentage on a third-party site as invented.
HSE is the English-language option
Choose HSE when your field is economics, finance, management, law, data science, international relations or design and you want a degree taught in English without a preparatory year. Choose it when total cost matters more than the world ranking — a Perm or Nizhny Novgorod programme with a dormitory place is one of the cheapest routes to an accredited European-style degree anywhere. And choose it when the ICEF or parallel-degree route applies to you, because a University of London qualification alongside the Russian one settles most recognition questions before they arise.
Look elsewhere when your field sits outside the English-taught catalogue and you are unwilling to spend a year on Russian first, or when your plan depends on a long post-study work route — 180 days is short next to the graduate visas in the UK and Australia or the post-graduation permit in Canada. Look elsewhere when you cannot establish a working way to pay roubles from your home banking system, because no amount of academic enthusiasm fixes a blocked transfer. And look elsewhere if a top-100 world position is a hard requirement in your family’s or employer’s eyes.
Pre-application checklist
Confirm your programme is on the current English-taught list, or budget a preparatory year;
Start the apostille or consular legalisation of your certificate now — it is the slowest step — and check whether your qualification needs the Russian recognition procedure;
Book an IELTS, TOEFL or CAE sitting if your master’s programme requires one, and check it will still be under 2 years old at the deadline;
Register for the Open Doors olympiad before 1 November if free tuition is part of the plan;
Check the government quota portal timing with the Russian representative office in your own country;
Test a rouble payment route with your bank before you sign anything;
Apply for a dormitory place as soon as you are admitted, and diarise insurance within 15 days of arrival and migration registration within 7 working days.
Four Russian-language aggregators rate HSE between 3 and 5.1, praising the light general-education load and the standing of the diploma at home. They are dominated by domestic students, so they describe the academic experience rather than how an international student is supported.
