This government program is meant for graduate and PhD students. Only non-French nationals are eligible for the scholarship. They need to be enrolled or expecting to be enrolled in Master's / doctoral program at a French university in one of four areas of studies:

In addition to regular payments, the Eiffel scholarship exempts the student from registration fees in public universities and pays for tickets to France. However, it does not cover tuition fees for paid programs.
Candidates cannot apply for the Eiffel Scholarship directly. The program accepts only applications submitted by French educational institutions. Therefore, at first, candidates apply to a French university. If their dossier meets the requirements of the university, they receive a questionnaire. It must be filled out and sent to the university along with the documents listed in it. The procedure can be done at only one educational institution. Later, universities or grandes écoles form the lists of candidates from the best foreign students: up to 40 people per one field of study. Erasmus+ is a European funding programme. Its goal is to increase the mobility of students and researchers not only within EU borders, but all over the world. It gives them an opportunity to study in a different country from 2 to 12 months. The Programme offers scholarships for students at Bachelor, Master and PhD levels. Participants of Erasmus+ are awarded with grants and exempted from tuition fees and registration in a host institution. The average amount of the scholarship is 1,017 USD per month, but it largely depends on both the sending and host country[2].

Students apply for the scholarship during the general admission procedure to Sciences Po. When applying, you need to indicate that you want to participate in the competition for the Emile Boutmy scholarship. Another prerequisite is a declaration of the family financial situation and the number of children in the family who are currently getting an education[3]. Every year, the École Normale Supérieure in Paris (ENS) offers up to 20 scholarships as a part of the international selection program (Sélection Internationale) for Master’s students. To participate in the competition for this scholarship, you must:

École normale supérieure in Lyon offers scholarships to international graduate students in the areas of science, humanities and social sciences. The amount of the scholarship is 1,130 USD/month for 1 year of Master's degree studies (Master 1 or Master 2)[5]. All foreign students with a degree equivalent to at least a French Licence can participate in the competition. The competition for this scholarship is not as high as at the École Normale du Paris. Within the framework of the international project L'oreal-UNESCO For Women in Science, the French corporation L'Oreal awards 280 grants annually to female researchers around the world. Graduate students and postdocs in the field of engineering, exact and natural sciences can participate in the program. The largest grant is 16,950 USD. It is given to the 15 most talented candidates[6]. Participation in the competition is open to students of all nationalities. The grant is awarded based on academic achievements, publications, and assessment of the research project.
The Francophone University Agency (L'Agence universitaire de la Francophonie, AUF) is a global network of higher education institutions that teach partly or completely in French. In order to preserve and increase the role of the French language in the world, this organization awards grants to young researchers. They are designed for graduate and doctoral students and cover 1-2 semesters of exchange studies. Only students from AUF member universities can participate in the competition.
